TERM APPOINTMENT: Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 3 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.

Specialized Experience: One year of specialized experience at or equivalent to GS-13 which includes (1) Advocating for resources and advising staff on resource planning, policies, and procedures to optimize and maximize the effective use of available resources. (2) Developing a detailed program analysis and baseline plan that includes cost, schedule, and capability constraints to achieve identified operational goals AND (3) Synthesizing large amounts of data and developing program and decision briefings on significant planning and programming initiatives for leadership.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

- Administers the Defense Travel System (DTS) program for the command.
- Coordinates with Financial Management, travel card vendors, Army Headquarters, and the Defense Travel Management Office (DTMO) to manage the daily activities during system operations.
- Presents briefings on DTS, per diem, travel, transportation entitlements, and other related topics.
- Provides technical training, guidance, and assistance to other office personnel and travelers.
- Serves as an Agency Organization Program Coordinator (AOPC), Hierarchy Level (HL) 3, for the command's Government Travel Charge Card GTCC Program.
- Maintains database of user information and controls user access to Privacy Act information and travel documents.
- Provides interpretation of JTR and applicable DoD Instructions to personnel.
- Ensure DTS system requirements and activities to achieve the fulfillment of objectives including technical, administrative, and operational problems and conflicts.

- U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
- Must be willing and able to obtain and maintain Country/Theater Clearance per the Foreign Clearance Guide located at https://www.fcg.pentagon.mil/fcg.cfm.
- Must maintain no-fee passport and Visa, obtain any vaccinations and pertinent immunizations, and complete any pre-employment screening for country entry.
- This is a Financial Management Level II certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. I.
- This position has been designated “Mission Essential”. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

- If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
- Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
- Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
- Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and
